July 19, 1 a.m. — An officer contacted a 60-year-old known parolee in the first block of Milpas Street. After being asked if he had any weapons or drugs, the man reportedly reached both hands into his pockets. The officer attempted to stop the man, but was too late. A few lollipops hit the ground, as did a glass pipe used to smoke methamphetamine. The man was arrested for possession of drug paraphernalia and destruction of evidence.
July 19, 3:20 p.m. — An officer contacted a 39-year-old woman in the 400 block of S. Milpas Street, near the Cabrillo baseball fields. The officer asked the woman to show him what she had in her left hand. Instead, the woman put the hand near her buttocks. During a search, the officer found a glass crack pipe and one rock of cocaine concealed near the woman’s right buttock.
July 19, 5:13 p.m. — Reports of a woman yelling and threatening passersby brought police to Stearns Wharf. Officers found the 44-year-old woman in the area, drinking a half-empty bottle of vodka. She was arrested for public intoxication.
July 20, 7:15 a.m. — Investigators serving a search warrant at a residence in the 100 block of W. Ortega Street found a 33-year-old man asleep in a room littered with drugs. In addition to marijuana, police found methamphetamine, cocaine, prescription pills, scales and packaging materials.
Police also noted finding a photograph of Jesus Malverde, known in many drug circles as a sort of patron saint for drug dealers, inside the man’s wallet.
The man provided police a valid Proposition 215 card for the marijuana, but said he was keeping the methamphetamine for a friend. He told authorities the pills were for a toothache and the scales were to weigh gold jewelry, which he often sold to friends. Despite the man’s explanation, police arrested him for possession for sale of methamphetamine and possession of cocaine, controlled substances and furnishing marijuana.
July 20, 12:35 a.m. — An officer patrolling an area of Carrillo Street made eye contact with a 27-year-old male, who responded by fleeing. The man leaped over a cinderblock fence, but was found later passed out in a creek bed. Officers believed the man may have ingested narcotics. He was arrested for public intoxication.
July 20, 2:48 a.m. — An officer watched a woman pull into a parking lot in the 300 block of Milpas Street and decided to make a “consensual stop.” When the woman rolled down her window, the officer noted a strong odor of marijuana. The woman acknowledged having marijuana in the vehicle and consented to a search.
The officer found a small container, which the woman, 42, said contained cocaine. She explained that she took it from her son’s apartment with intentions to dispose of it. During a field test, the substance was revealed to be methamphetamine. The woman was arrested for driving without a license and drug possession.
July 20, 9:55 p.m. — Reports of an intoxicated woman challenging people to fight brought officers to the 800 block of E. Cabrillo Boulevard. The woman, 43, had been challenging members of a city-run baseball team to fight. She was also yelling obscene words in front of children.
At one point, the woman apparently attempted to steal a bat. She was arrested for public intoxication.
July 21, 12:30 a.m. — Reports of a woman screaming obscenities in an apartment courtyard brought police to State and Mason streets. Officers found the 59-year-old woman whacking her walking crutch against the ground, screaming “f—k Santa Barbara, f—k whites, f—k cops, judges and [police chief] Cam Sanchez,” the police report showed.
The woman was arrested for disturbing the peace.
July 21, 2 p.m. — Officers arrested a 47-year-old man at his mother’s home for assaulting a man several days earlier.
On July 8, an officer patrolling Ortega Park contacted the suspect, who had been arguing with a woman. The officer then made contact with another man, who had been seen with an open container of alcohol. Neither man was arrested.
As the officer walked away, the man who had been arguing with the woman apparently punched the man with the open container in the face, causing face injuries, a laceration and bleeding of the brain. A witness flagged the officer down and paramedics were called. However, the suspect fled the scene.
Surveillance video of the assault was obtained and another officer identified the suspect. As he was arrested, the man told officers he got into an argument with the victim over a bicycle. The man also acknowledged taking a swing at the victim, but did not admit to the assault.

what exactly is a “consensual stop” and when did it become legal? Why not use it to pull over all cars? probably make a lot more money that way.

Yer standard report same crap every week .This is all the serious crime going on in SB?Street people, drugies ,and alcoholics . How about some white collar swindling with collusion,closed door manipulation ,intimidation,long term plans to subvert and control . Now busting that requires real police work and a district autorney that is not owned.Of coarse that kind of stuff only happens in the big city not here in sleepy Santa Barbara .That's why it's not good to be a emminent domain attorney here these days.Oh wel I guess I'll get drunk ,smoke some crack , wander the streets,and go interupt a little league game maybe that will make me feel beter.

Good points.. yet remember, cops aren't quite qualiffied to address "civil" injustice rather, "criminal" justice. Indeed, a great deal of underhanded "white collar" coercion is draining against the system which you describe which even law enforcement can't disagree with.
What we need to do is insist on Paper Ballots Only.
That is our first step and really can't deliberate on any of the issues we are supposed to vote until we are able to get it back on paper.
