With state lawmakers next month considering a ban on all plastic bags – and a 10-cent fee for paper bags – the Santa Barbara City Council on Tuesday will decide whether to come out in favor of the proposed law or oppose it.
In addition, the council will also debate whether to make the current city volunteer “Where’s your bag?” program an official ordinance, requiring large stores to place “Where’s your bag?” signage at checkout stands and throughout their stores. Employers would also train their employees to ask if customers want a bag, before assuming that they do.
The City Council last year had considered a local ordinance to tax all single-use plastic bags, but in light of the state bill, the city has backed off. Making the volunteer program an ordinance is still on the table – largely because few businesses so far are participating.
“We had corporate support from the big chains, but when it comes down to the nitty-gritty, store managers have other duties,” said Kathi King, co-founder of the Where’s Your Bag? program. “When it comes down to it, it is voluntary and we would like for it to be mandatory.”
For years the debate has raged over the use of plastic and paper bags and stores. While many European countries have embraced the model where customers bring their own bags, the culture in California and the nation is still that the store will supply the bag.
Environmentalists believe that the production of plastic bags harms the environment and that very few of the bags are actually recycled. Many of the bags, which essentially do not disintegrate, end up in creeks and the ocean, polluting waterways.
While paper was often scene as the superior environmental alternative, environmentalists have increasingly turned on that material as well, noting that the best thing for the environment is for customers to bring their own reusable bags.
Assembly Bill 1998, proposed by Julia Brownley (D-Santa Monica), would ban supermarkets and convenience stores from providing single-use plastic bags to customers at the checkout line.
The law, which would go into effect Jan. 1 2012, would force businesses to stock reusable bags for customers to buy and charge no less than 10 cents for paper bags.
Making the local voluntary educational program an ordinance would “serve as a nice bridge for everybody until that law kicks in,” King said.
“What we were trying for is a comprehensive program,” King said. “No matter which store they are in they have the same point of reference."
With more than 47 million plastic bags annually distributed to customers at Santa Barbara stores, officials and community leaders are in favor of the plastic bag ban at the state level.
“I am supportive of the bill because it allows people to choose to use reusable bags,” said Santa Barbara Mayor Helene Schneider. “We should do as much as we can to encourage awareness about the environmental effects of plastic bags.”
In Santa Barbara, city and environmental officials agree that Tri-County Produce on Milpas Street acts as the model business for the “Where’s Your Bag?” program.
Owner John Dixon said the store has reduced the amount of bags it distributes by 31 percent. His colorful signage and well-trained employees help remind people to bring their own bags.
“It would be great if we could get all the other stores on board to do the same thing,” Dixon said.
Other stores such as Scolari’s, Albertson’s and Lazy Acres are also participating, King said, but to a lesser degree.
Dixon said he first became interested in the plastic bag issue after he heard the City Council more than a year ago was considering a ban or a tax on the bags. He thought that was a bad idea because it would just drive customers to Goleta and other areas that do not have a ban or tax the bags.
“I decided that I was going to be proactive and start supporting customers to bring their own bags,” Dixon said.
He’s so into the program now that he started a raffle program. Dixon gives customers a raffle ticket for every reusable bag they bring in. Customers then can drop the raffle tickets into a charity bin, for organizations such as Casa Esperanza and the Foodbank. Each raffle ticket equals 5 cents.
“We have given over $2,000 to local charities,” Dixon said.
Dixon is supportive of a California ban so that all businesses have to play by the same rules.
“We think it is a great program,” Dixon said.

Wait a second! We have that choice now without any new laws. Government isn't encouraging behavior with this bill, it's creating a new tax, making new government jobs, requiring more tax dollars to pay those people. Such laws promote only the vicious cycle of government spending in the name of green. If we really wanted to make an impact on plastics, we should no longer use plastic water bottles as they end up in the ocean. Most of SB's plastic shopping bags end up in landfills.

I, for one, use my plastic bags as trash can liners in the kitchen. I am just curious: those of you urging bring-your-own bags...what do put your trash in in the kitchen? Or, in the bathroom? Do you just dump it in a hard plastic waste basket? Then, you use precious water to clean it every time it is emptied? Do your trashmen dump part of your trash in the street because it s not sealed in smaller plastic bags and it just blows out of the big trashcans? Just asking. Looking forward to replies...

regarding the bacteria in the reusable bags - just put them in the washer every 3 uses or so and your fine.
I have found the reusable bags to be WAY stronger than the plastic bags so you can put more in them.
We simply can't keep trashing our planet - It is a very small lifestyle change to each individual, but will be a massive positive for the environment.

People buy garbage bags, and use them, on a daily basis. What is the impact of these sturdier plastic bags on our environment? Encouraging recycling and composting should be at the top of SB's to-do list. Plastic bags at checkout should maybe be paid for by the consumer, but there should be a tax on garbage bags in that case, too. I'm sure that "hefty" bags are not good for our environment, either.

Go to Wyoming Montana Colorado where i am from and it cost us more money to recycle then is saved (IE the gas it takes to ship it alone) because we have to ship it to the west cost to get processed. in Wyoming there is only 500,000 people Wyoming covers 97,818 square miles, making it the 10th largest of the 50 states. if you guys ever left your little Richie Rich town you would see that the world is not dissolving due to big business or human interference. If you people really cared you would be going after china on the way they treat the environment.

There are thousands of ways to conserve / recycle / reclaim water - even convert salt water to usable clean water.
The plastic bags are manufactured from crude oil and natural gas and after extruded from the die are cooled by WATER. Three valuable resources used to make each bag.
Multiply that by 47 MILLION bags in SB alone and even you can see the value in getting rid of the plastic bags.

go to the treatment plant and you will see it doesnt get recycled the way you think it does, the cost to convert the water in to drinking water then it is wasted by using soap and then there is a cost to convert it into reclaimed water and during fiesta or the super bowl the tanks get over ran and then they dump the water into the ocean because of the cost of the replacing the parasites used to reclaim that water, I hate environmentalist because they rather see kids in Compton and Watts starve and give 800 million dollars to save a toad. What you also forget is we only have so much of lake Cachuma that is designated for santa barbara, and the energy wasted to convert that water too, It would be cheaper to just use plastic bags

The re-claiming of water is a tiny fraction of what energy is used to make plastic bags and recycle them.

I'll reiterate it by saying that the bureacracy created will leave us with a heavier tax burden than any clean-up effort.
It's interesting how the government steps in to enforce something that didn't need enforcing thanks to increasing environmental awareness. I like the program CVS has with theiir very compact bags --they GIVE you 1 dollar credit for every 4th time you use it. If all the stores had such an incentive I am sure many more would remember their reusable bags.
Bottom line, government BUTT OUT!!!

I support the ban on plastic bags because of the amount of plastic that ends up in the ocean. It doesn't go away, it gets smaller and ends up in every animal's system. I'm ok with bringing a reuseable bag when I shop, it's not a hardship at all.
Change is hard, some people are very uncomfortable with it. Unfortunately our global pollution situation requires that we look ahead and take serious action now. SB is a politically liberal town, which means they tend to look ahead and make intelligent changes. That is a big reason why I live here. It would be hard for me living in a politically conservative town, and I would understand if yall who like single-use plastic bags wanted to move somewhere with your like-minded folk. Lots of nice towns out there.

And you can use cellulose from plants as a plastic that is biodegrade, but the amount of pollution that china put in the earth. stopping the use of plastic bags would be equivalent to one person that has stopped peeing in the ocean.

i with you i been to Montana st University and the University of Wyoming and now SBCC, Moving to CA i cant believe the way people freely give up rights here, under a Socialist Lets help everyone and we can all have Union Jobs Paid for by the state grand pension funds even when they produce nothing, retiring at 50 for most. my home state of Wyoming is at a 2 billion dollar surplus due to the appropriate management of Mineral income and has the least amount of business restrictions and taxes. In the state CA it the cost of doing business is 20% higher than any other state in the union. This State as the most Nanny laws in the nation and its not to save the people but to raise funds for the 36 Billion dollar debt this state has. If you want to save the environment then go out in your free time and pick up trash along the highway and quite adding cost to us the younger generation. The reason i moved is because i got sick of the snow.
