Santa Barbara BevMo! proposal haunted by traffic, safety fears

In a proposal that has upset environmentalists, popular alcohol and liquor retail store BevMo! wants to open a store on upper State Street, a block from Peabody Elementary School.

The city’s Architectural Board of Review has already approved the project, but a community group “Breathe Easy” has filed an appeal, in a last-minute attempt to block the store from opening its doors, citing concerns about traffic, safety and congestion.

“We understand that BevMo! offers something that the community may want, but there are much better locations in the city that can accommodate the traffic and parking demand for the regional retailer, and that are farther away from residential neighborhoods and schools,” said Camille Scott, a Santa Barbara resident, in a statement released Monday.

Under pressure from Scott, environmentalists and school officials, the council will decide today at its 2 p.m. meeting whether to overturn approval of the project, or let the remodeling of the site at 3502 State Street go on.

The attorney representing the opponents of the project, Marc Chytilo, said that the project is incompatible with the neighborhood and needs more extensive environmental review.

Upper State Street is frequently congested with traffic, particularly during rush-hour. Chytilo and others believe that a popular destination market such as BevMo! will only exacerbate the problem.

Chytilo claims the city did not consider all of the potential traffic impacts. With stores such as Trader Joe’s and Whole Foods in the area, opponents worry that a BevMo! on upper State Street would overwhelm the area. The alcohol store would replace the less busy Thomasville furniture store.

The proposed 9,000 square foot store would go up on a 24,750 square-foot site. BevMo! would add 23 new parking spaces to the site, knock down two trees and replace them with nine.

City officials believe the store is perfect for the neighborhood, is compatible and does not deserve a full environmental review.

The project would not result in any significant effects relating to traffic, noise, air quality, water quality or impacts to cultural resources,” wrote Jaime Limon, a city project planner.

Limon added that “the appellant has not submitted substantial evidence to support their assertions that staff’s environmental analysis is flawed.”

But for some community residents, the project is about more than just technical opinions from city planners.

“Most of the concerns center around the traffic and congestion that would be caused and also the harm to local neighborhood businesses,” said Kate Ford, principal at Peabody School, within a stone’s throw of the proposed BevMo!

Ford also recently sent out an email encouraging Peabody parents to contact the council members and voice their concerns about the project.

Ford said that she’s mostly concerned about the traffic and safety issues related to more motorists in the area, and less so on the type of business.

Still, she said, an alcohol seller won’t help matters in the area.

“We do occasionally find beer bottles and wine bottles,” Ford said, noting that it takes about 90 seconds to walk from the busy State Street to the charter school of about 750 students.

Mayor Helene Schneider said since the ABR has already granted final approval of the project, she wonders what parameters the council even has to overturn the project at this stage.

Schneider said she is keeping an open mind going into the meeting, “but as I understand it, this project has met all of the requirements.”

The NIMBY opposition to BevMo has been orchestrated by nearby liquor stores and their employees. Peabody School is two city blocks away (a block off State) and the whole Peabody connection is a real stretch.
As an owner of a nearby business I support BevMo moving into the neighborhood. Having Trader Joe's and Whole Foods in the area has helped keep upper State Street energized, and the traffic, even at "rush" hour is not that bad, folks.

I would much rather have BevMo down the street from the school than the liquor stores- why? No porno, no cigarettes, no half pints of liquor, or cheap wino wine sold, no children under the age of 21 allowed without thieir parents. I have been to a few different BevMos- no bums hanging around,clean store and lot. They also have a large selection of liquors from around the world, that you can peruse at your own leisure, reading the labels, instead of behind the counter at some liquor store. When I drive through that area, I see a commercial corridor-all businesses- Where better to put it? As to the principal who finds wine bottles on campus- sounds like you already have a problem with your kids- BevMo makes it harder for kids to get liquor than your average liquor store. I live in a residential neighborhood, ten blocks from the nearest liquor store, and I find wine and beer bottles in my bushes-I can't blame BevMo.

Traffic : 7/27/2010

The traffic at DeLaVina and State is the biggest issue. Then, there is the lack of a left turn lane from State to Calle Lauralles which is another bottle neck within a block on State.
If you drive the transition from State down DeLaVina, you know that there are ALWAYS cars coming and going out of the teeny-tiny Trader Joe Parking, lot adding problems to the DLV - State St transition...
Now the City wants to approve another Large retail outlet RIGHT IN THE MIDDLE of the DLV-State Intersection??? Who are these "professionl traffic engineers" the City has hired? I think they have a "bulb-burned-out"...!

the location is not in your neighborhood! Its on State Street, which is compleley separated by a public alley that supports local commerical business the entire corridor. And does not even remotely front you neighborhood; it fronts State Street, which is the most appropriate for a commercial business. By this logic the neighbors of Peabody should show proof of actions of trying to remove, CVS pharmacy, San Roque Liquor, Giovannis Pizza, INdia House, Dons John, Tiberon Tavern, Trader Joes, Petrinis, Shell Gas station, and maybe lobby for the removal of Fiesta Norte at McKinsie park....all of which serve or sell alcohol. I am yet to see groups of Peabody students gathering along State Street anyhow. Most of these kids are driven by their parents; whom themselves impact the local traffic. Breath Easy should concentrate on their own neighborhood, not the State Street commerical area. Maybe try to encourage their fellow neighbors to cut down their huge hedges along the front of their property for the traffic safety of these kids in their own neighborhood.

Did you know that employees for Trader Joe, Whole Foods and all the Car Dealers on Hitchcock are not to park on their employers parking lots... Where do they park? In the surrounding neighborhoods. The same will happen at BevMo. The employee parking issue never seems to be part of the approval process on any business plan...

I loved going to BevMo when I lived in Pasadena. BevMo isn't the run of the mill liquor store that sells 40's and porn. Rather, it caters to a higher class of alcohol consumer. It has a fine selection of all types of alcohol and also carries gourmet food and parties supplies. Better 10 BevMo's in Santa Barbara than 1 of the sketchy liquor stores that dot the city. The City Council would be stupid to block BevMo. All it's going to do is force BevMo to move to Goleta at a time when State Street is hurting for tenants.

The worst location possible : 7/27/2010

There could not be a worse place to put a busy retail outlet than this location. The entry, the parking lot, the fact that there is a very confusing intersection, no crosswalk, three busy roads with this falling right in the middle of it all. It all make this one of the worst places to put a busy retail outlet (beat only by Peet's Coffee in the Five Points area for a worse location for a busy store). If this goes in it will create a clusterphuck of epic proportions for years to come.

SB has the worst liquor stores! A bunch of rip offs! Talk about LA in SB - our liquor stores are not owned by locals so the whole ma and pa thing doesn't fly. They're all owned by the same obnoxious family who lines their pocket with our money. I hope Bevmo puts them out of biz!

The Peabody connection is a joke. As a 10-year San Roque homeowner and parent of 2 current students at Peabody, I welcome BevMo and the all opportunities it brings (i.e. employment) with open arms. This isn't about chains or liquor stores or safety, this is about uptight parents that have too much time on their hands between the hours of 8 and 3. Maybe, when BevMo moves in, these idle parents can occupy themselves doing something constructive like getting a job there.

The resistance against economic vitality because of the "environmental impact" are operating a double standard.
Those that invest property in an easily accessible location can't expect to have their cake and eat it too.
As it is, property values in the area could be easily over appraised - and the resistance against this operation is an extreme, near sited effort to monopolize area from being a sufficiently self sustaining area to live and work.
NIMBY is right. "Not In My Back Yard" - San Roque area cannot merely expect to remain rural, interfere with business, approved by the experts, merely because they don't want to be bothered with "noise" by artificially complaining this could in any way be a parking problem.

What a joke, this self proclaimed expert thinks San Roque is a "rural area" and sees no issue with parking...? Excuse Mr. Know, I don't profess to be an "expert" city planner like the bumblers that are in employed by the City of Santa Barbara, but I know that the propsed location is one of the highest traffic flow intersections in the City. It's one thing to have a low volume furniture store and another to have a high volume retail establishment located smack in the middle of State and DeLaVIna... but what do I and anyother common sense layperson know.

"Experts" are the ones who are the people credentialed to provide the recommendation to give the go ahead. They spent much, much time deliberating the issue drawing against facts, findings and conclusions to make their determination.
Of coarse San Roque isn't a "rural area" - but it seems the opposition to enterprise would like to make it that way.. maybe hear nothing but the birds in the morning. Those whose properties are adjacent to a commercial district knew they weren't paying for the advantages of Hope Ranch and Montecito.. and yet their practically trying to qualify gated community status.
There IS no parking really in that Neighborhood anyway .. and don't worry, the approval isn't going to adversely impact the status quo. They might hear truck delivery mid morning - but that's what they bought into - knowing FULL WELL they are adjacent to a commercial district!
If you continue to interfere with commercial interests, there will be no economic vitality to buy into. This sort of opposition always lead to plummetting property values and an economic fallout.

Could be a wack job looking up on a clear day, and still see the sky is blue.

Please keep the stores small like Gelson's, Shell Gas, CVS, Coffee Bean, Trader Joes, and El Pollo Loco. Put in a failing business like all the ones from San Roque/Las Positas to the proposed location - maybe another weird deli or Radio Shack (that I heard is now selling DVD players) or a pool supply place, You know - if any of those business actually had customers the traffic would be the equivalent of one Bevmo. De La Vina/State is a perfect location - quit crying and look at the bright side - you have a whole golf course that won't have a BevMo built on it.

I'd be in favor of replacing Walmart for Whole Foods. But alas, City Council won't even let Target near the Goleta Airport. Subsequently, the whole region just north of 154 exit off state street is a dive.. like a plateu into oblivion of bad taste in urban development, housing construction, and neighborhood eyesore.
Many of these homes, between Hollister and Cathedral Oaks are nothing more than shacks on spindles - a cut above mobile home parks - with utility hook ups - closely zoned - with no virtually no land - expect the market to bare excess of more than a half a million dollars. Talk about "over appraisal" .. boring parcels - no doubt giving San Roque the false confidence for the aesthetic of THEIR neighborhoods even though they border a commercial district.

The most desirable places to live IN THE WORLD are the ones that do not allow development. For many decades Santa Barbara was in this group. Somewhere along the way the developers took over, and we are moving closer and closer to a smaller version of LA. Commercial developers, Bankers and Business owners(via the Chamber of Commerce) do not have the right to destroy our standard of living. Consumerism at the expense of beauty is wrong. "Pave paradise, put up a parking lot...."

"The most desirable places to live IN THE WORLD are the ones that do not allow development." I can take you to more than a few towns in Central California that CAN'T get any development! I can take you to a town in Central California with a larger population than Santa Barbara that wants a Trader Joe's, but Trader Joe's says that the towns demographics don't match what TJ is looking for. So if you want no development, there are plenty of places for you to MOVE to. PVL do you live in a tent or do you live in a home BUILT BY A DEVELOPER?
