It’s a go for Santa Barbara BevMo!

BevMo!, one of the largest retail wine, alcohol and liquor sellers in the state, is on its way to Santa Barbara.

The City Council on Tuesday voted 5-0 to deny an appeal of the project, paving the way for the popular store to open on upper State Street, a block from Peabody Elementary School.

Councilman Harwood “Bendy” White was absent, and Das Williams recused himself because he is on the Peabody Charter School Board.

Even though the council denied the appeal, the project must return to the council one more time to hammer out some smaller details related to parking, delivery truck routes and times for loading and unloading.

The council paved the way for BevMo! to open its doors despite pleas from environmentalists and school officials who believe the retail store is in the wrong spot and will bring more traffic and congestion to the area.

“This would be a competitive and positive addition to Santa Barbara,” said councilman Frank Hotchkiss. “This is an OK location. Will it impact traffic? Yes. Is it livable? It appears to me as though it is so.”

Much of the concern stems around the location, 3502 State Street. The area is frequently congested with traffic, particularly during rush hour. Opponents of the project believe that BevMo! would be such a regional draw that it would lure people from all over the state, and worsen traffic congestion.

“This site is just too small,” said attorney Marc Chytilo, who filed the appeal on behalf of a community group called Breathe Easy. “It’s like trying to squeeze 120 pounds of flour into an 8-pound sack and it just isn’t going to go.”

A BevMo! executive, however, painted a positive picture of the company and said that it would make a good neighbor.

“We are not a liquor store,” said Jeff Sealy, vice president of real estate for BevMo! “We are not a convenience store.”

Sealy highlighted the store’s offerings – from fine glassware and crackers to elegant cheeses and candies.

“We are an award-winning specialty retailer,” Sealy said. “We have 3,000 wines from around the world.”

The alcohol store would replace the less busy Thomasville furniture store.

The proposed 9,000 square foot store would go up on a 24,750 square-foot site. BevMo! would add 23 new parking spaces, knock down two trees and replace them with nine.

City staff members believe the store is perfect for the neighborhood, is compatible, and does not deserve a full environmental review.

Several community members spoke on Tuesday in support of the project.

“The council really needs to consider this project on its merits,” said Eloy Ortega. “It has been through the review process. It has met all of the requirements.”

But several people also spoke in opposition to the project.

“This is a big-box wine and spirit retailer,” said resident Michael Winthrop. “They don’t bring anything to the community that isn’t already here.”

Winthrop said nine retailers with full wine, liquor and beer licenses already exist in the area. He also said that the store would make traffic worse.

“Traffic is horrific in the afternoons,” Winthrop said.

John Reynolds said he lives directly behind the proposed BevMo!

“If BevMo! moves in my quality of life will be significantly diminished with all of the delivery trucks,” said Reynolds, adding that he works a nighttime shift. “All of the trucks will make sleeping impossible.”

BevMo! should consider another community and stay out of Santa Barbara, Reynolds said.

“I feel a piece of the big city is moving into our town,” Reynolds said. “I don’t need BevMo! My kids don’t need BevMo! We don’t need any more booze in this town.”

Even though she voted to deny the appeal filed by the neighbors and environmentalists, councilwoman Michael Self said the city needed to do a more extensive traffic study.

“I don’t think it is unreasonable to ask for a traffic study,” Self said. “Compatibility is very important. We are not a mish-mash.”

She said these types of businesses are better in different locations.

“Sure, we have Staples,” Self said. “We have big-box retailers, but they are not right adjacent to a school.”

Parent Camile Scott, who lives in the area and said the proposed BevMo! is in the wrong spot, raised concerns about the pollution from the delivery trucks.

“Santa Barbara has done a good job preserving so much in this community,” noting that her son developed asthma at age 5. “This project is not consistent with the other businesses on this block.”

So this is a NOISE issue which the provincial supremists are objecting to even though they knew they were buying into properties they know are adjacent to an active commercial district.. expending Council agenda to moderate needlessly over the prospect in once again, potentially circumvent business at the expense of local economic vitality and industry.
It's not like members of the San Roque neighborhood in San Roque bought into the benefits of places like Hope Ranch or Montecito .. or even in the suburbs of Goleta. The extreme opposition to BevMo by a vocal, pronounced few were apparently artificial and contrived.
Thank you BevMo for enduring the process. Santa Barbara is better already for your efforts.

City Council 3....Our Benefit 0. We lose AGAIN! in a continuing disregard for the people they "represent" .We will now have a Liquor "Superstore" right in the middle of an already congested traffic nightmare area. What about the huge parcel of City land that Target attempted to utilize? Seems that it would b a much more suitable location....easier access...plenty of room for parking...no residential issues....and close proximity to a "thirsty" Isla Vista.
So...instead of a Target store (with something for almost EVERYONE)....we get another liquor store. Instead of pothole repair...we get "bulbouts". Instead of some intelligent thinking to improve the quality of downtown...we may soon get PARKING METERS.
Who are these people kidding? Aren't they supposed act for our benefit? Aren't they supposed to be OUR representatives?

"Target" and "BevMo" are completely different markets for which the latter doesn't have a margin of impact against the first.
Thank your whiners about the parking meter idea. San Roque neighborhood association sanctimoniously postured this falsely as a "parking congestion" problem.. when anyone truly familiar with the San Roque area know they just don't want to be bothered with the noise indicative of a commercial district.

BevMo will add to the congestion on State Street, I doubt it. Whole Foods was supposed to be the straw that broke the camels back. All the chicken littles swore to it. I live in the San Rouge neighborhood and I don't see the the predicted gridlock Whole Foods was supposed to bring to Upper State Street. BevMo a regional draw? It's a damn liquor store!! No more, no less. No one in they're right mind outside of Santa Barbara is going to travel up/down the 101 to go to a liquor store, when they can get the same thing at they're local supermarket. This town would be better off is most if not all of the AnacapaBob types loaded up the UHaul and headed to say Wasco. There no traffic congestion there, hell I don't think they even have traffic signals in Wasco.

Great addition : 7/28/2010

I head down the highway to Thousand Oaks to shop at BevMo, adding to congestion and pollution. Now I can swing by on Upper State - glad the Council listened to all sides and then made an informed decision. And great point about Whole Foods; it's been a great addition with no major traffic problems!

Marc Chytilo seems to be our local chicken little screaming the sky is falling every time you turn around. Looks like he's the de facto person in this town to turn to when you hate everyone and everything. It would be interesting to see him actually come out in support of something but that doesn't seem to fit with his personality. Another article said he was complaining the new palm trees at this site would block the views of the mountains. Really? Whose views? From where? I thought the main problem with this site was it didn't fit with such a busy traffic intersection. I feel bad for these people as they seem to live a pretty miserable existence always being against everything and everyone.

Das is not "on" the school board. He intermittently attends some advisory committee meetings for that school but he has no conflict of interest here except his own inability to make tough decisions that upset some constituents/funders/endorsers.

The city council would have to do an environmental impact study, then a noise impact study, then a traffic impact study, then they would have to listen to the only people that have time to make it to the town council meeting which are people close to death any way(over 70 years old or at least look that old), Then tax Jesus for turning water into wine then charge a CRV on the jug of water that he converted, then set a limit of how many people Jesus can see per day, oh and i forgot a permit for Jesus to preform services in Santa Barbara. oh and if the people bring a plastic jug of water the environmentalist will want you to charge another 10 cents on behalf the environment.

This whining is hilarious! Our town is crawling with illegal aliens doing "the work americans won't do"- You know- carpenters, electricians, cooks, gardeners, etc:- Does anybody protest? No. Gang members blanketing the town, doping,shooting, stabbing, killing- does Santa Barbara protest? no! calling a gang member a gang member would be "racist"- But in an economy where many are out of work (except for the illegals), a california based company wants to open a commercial endeavor in a commercial area in a big town, the whole town erupts in screaming and wringing of hands. To those of you who don't want L.A. here- WE ARE L.A.! Ask the next 100 people you meet where they come from- L.A.! Try to find someone born here-rare! Try to get anywhere in town in 5 minutes, like I did in the 60's and 70's- tell me how long it takes- WE ARE L.A.- Get over it - the dream is dead, except in a few peoples minds. When is BevMo opening, anyway? BevMo carries my favorite, hard-to-find beer that I can"t find in town- MAYBE IN L.A.!


Why do people love retail stores so much : 7/28/2010

Its absurd the amount of love people have towards these national retail stores. Its a liqueur store for crisssake - the same booze they sell in every other store. Between this and the hubabulub over Target I would have thought we actually needed another natl chain store...we dont. The profits go out of the community and they drive down the value of human labor..

I'd wholeheartedly support a Target, particularly on airport property - I'm less excited about a BevMo since I don't think SB is missing out on any opportunities to buy booze. Particularly in that location.
Also, to clarify, is it really going in at 3502 or in the 3000 block?

It's a beautiful thing that here in America, we're free to speak our minds. Clearly, BevMo! proponents have eloquently demonstrated their gift of diplomacy here in this forum. It is the democratic process that makes this country great. Whether you were for or against the BevMo!, we're all given the opportunity, in 120 second increments, to let our leaders know how we feel on matters that affect our community.
To be fair, I think the people that reside in the San Roque & Samarkand area, may have legitimate concerns regarding air quality and the impact from more traffic. And surely, no one wants to see empty buildings where thriving businesses once stood.
But I certainly don't want anyone standing up for MY right to breathe clean air, or have access to clean water. The important thing to remember here is, as Santa Barbarans, we can buy afford to buy those things. And why should we conserve water, when there's a whole ocean out there? Save your disparaging remarks for the real whiners: those losers down in the Gulf of Mexico and the citizens of Bell.
Those that stand in the way of progress shall be left behind. May the world's collection of plastic bags congregate in the oceans and choke all of God's worthless sea creatures (especially the ones that have sinned). May our massive oil slick wander its way to the shores of inferior countries, so they know who's boss. And Jesus said, blessed is thy neighbor's gardener that he may employ his gas powered leaf blower to anoint your 2010 Interlagos Black M6 with dust and debris, and cast 2-cycle engine soot upon your children's eyes and lungs.
Without a doubt, BevMo! will solve our city's money woes, and traffic will probably decrease significantly. Even the homeless shall benefit greatly from BevMo!'s generosity in the form of free shopping carts. Whatever happens, remember the five D's: denounce, deplete, deregulate, diminish and disparage. You have wagged your finger little people. Now it is time to sit down and have your cake!
