In a stunning development, Iya Falcone, the one-time frontrunner to be the next mayor of Santa Barbara, failed to gather enough signatures to qualify for the November ballot, according to the Santa Barbara City Clerk’s Office.
Falcone submitted 118 signatures and 23 were deemed invalid. The City Clerk’s office issued the final statement of candidates who qualified for both the mayor and council races late Thursday. On the document it states that Falcone did not qualify.
“I am shocked,” said Mayor Marty Blum. “She’s been running for a long time. I am shocked. She must be devastated.”
Marcelo Lopez, Administrative Services Director for the city of Santa Barbara informed Falcone of the news late Thursday.
“Although we delivered bad news to Iya Falcone, Iya accepted it in a very gracious and professional way and that made it easier for us to do our job,” Lopez told the Daily Sound.
It would take a court order to change the city’s ruling and Falcone is likely to pursue all of her options. She, nor her campaign manager, returned phone calls late Thursday night.
Falcone’s disqualification from the race shocked political insiders Thursday. The former political consultant has served two terms as a council member and ran campaigns of several other elected officials. When it comes to running campaigns, Falcone has consistently demonstrated the skill to not only win, but win comfortably.
Even though she had lost some of her popularity in recent months, as she shifted from her liberal base to appeal more broadly to moderate and conservative voters, she was considered to a formidable contender in the mayor’s race.
She was the top fundraiser and had locked up major support from public safety unions.
Lopez said there are a handful of reasons why some of her signatures may not have been valid.
The people who signed her petition may not have been registered to vote in the city of Santa Barbara, or registered at all. The people may have already signed another mayoral candidate’s petition. The address on the petition may not have matched the address listed on their voter registration card. Finally, the signatures on Falcone’s petition may not have matched the handwriting contained on the person’ voter registration card.?Blum, who had feuded with Falcone publicly over issues both personal and public, said she was surprised that Falcone only turned in 118 signatures, and on the last day. Blum said she always tried to turn in about 150 signatures and do it early enough so that she would have time to gather more if some of the signatures were not valid.
With Falcone apparently out of the race, the battle to become the next mayor now appears to be between Helene Schneider, Steve Cushman, Dale Francisco, Isaac Garrett and homeless advocate Bob Hansen, all of whom gathered the appropriate number of signatures.
Liberal Democrats had already been lining up behind Schneider. She had recently received the endorsement of the Santa Barbara County Democratic Party. Francisco, a Republican, jumped into the race at the last minute, and will likely pull in moderate and conservative voters.
Falcone for years had been telling people that one day she would be mayor of Santa Barbara.

Francisco will appeal to conservatives butmany thoughtful "moderate" is going to object to his imtemperate campaign. Many of us are stunned. We should remember that she suddenly lost the great love of her life, her husband Vince, only a few months ago, and perhaps she has not been as focused on the campaign as in the past. I haven't always agreed with Iya on things, but she was open and honest about her views, and was willing to listen and change. Her balanced approach will be missed.

This sounds like a simple goof, but a goof that is causing the candidate significant loss. Fate, providence, accident? I wasn't going to vote for her, but I wouldn't wish this on any person. She was thinking about her speeches, or getting endorsements, or some other election related task, and lost sight of this signature thing. It will be interesting to see how she handles this, how she speaks publicly, and holds her head up.

Does it seem strange to anyone else that the Clerk delivered this news late in the day on Thursday (I've heard after 5, but don't know if that's correct), and then the office is closed for 3 days? Did the clerk call the people where the signatures didn't match? How far off is the signature have to be - what experience do they have in handwriting analysis? Who are the people who signed more than one petition, who benefits? I'm not a conspiracy theorist, but this seems very, very strange.

Just how would the guns and hoses unions get Iya back onto the ballot? Bribe the Superior Court Judge? Is that supposed to be a serious allegation about those unions? Sure, Iya can have an attorney check it out on her behalf to see what possible route of appeal can be found, but this is a very clear outcome that a sufficient number of the names and/or addresses on her ballot nomination forms did not match the current records in the list of voters. At the Republicans forum last night, Iya with that authoritative tone showed again she knows all this government policy stuff very deeply but she also flip flopped as usual and did not mention her real record on the city council that contradicted her different message said during that forum.

Wow. Was anybody else there? The moderator forced candidates to answer questions in "sound bites". He badgered them, he shut them up, he made them say yes or no. I thought the forum was for the public to learn about candidates, but it more hammered on the issues important to conservatives and crazies like Gina Perry who writes anti-gay articles in the DSound. Bulbouts, homeless people living in cars, being tough on gang members, living wage etc. The liberals were hanging like pinatas and Phil Bugay was swinging a bat. Helene Schneider kept her poise, Iya Falcone rolled with the punches, David Pritchett talked back and wouldn't kiss any Republican butt, Grant House answered questions with authority, and the rest did their best not to fall off their chairs. Mr. Bugay was hostile. Does any one else agree? OMG

I was there--and thought Schneider was a little snippy, and unfair by not stating her opinion about Measure B; Cushman relished the idea of being king a little too much, Iya tried hard to rebound from the devastating news, and Dale was very smart, middle of the road, and mayoral. The presence of Mr. Bugay was very interesting, forcing the candidates to think on their feet, and keeping them on their toes. It was a refreshing change from the usual tedium. In all I'd vote first for Phil Bugay, and second for Dale, based on last night's forum. (BTW: Lynda Fairly was the MC, and Gina Perry said nothing whatsoever.)

I have to admit this is astonishing. How does a career politician not get more then the required amount of signatures? What this is really showing is how bad Santa Barbara is ran as a whole. When one of the best at campaigning and organizing campaigns can't even make the race. Maybe some of the old guard are finally starting to get out of the way of change and progress for the younger generations. I personally would like to see more of a youth movement in Santa Barbara. Youth being under 35 to 40. To me there are much more important things for the mayor and or city council to be worried about then a building height ordinance when there already is one. If this is the best these old war horses can come up with then it's time to go. We need to focus on things such as: Gang violence fixing roads that are awful environmental sustainability issues facing SB Encouraging more mass transit. Clean up the buses. Make new areas for bicycles to travel safely. make downtown a free wifi area. Encourage real estate owners to help small business stay alive and prosper. Clean up the state street , get the homeless of the streets, clean the side walks nightly, keep graffiti of the walls. Get lower state finished between the train tracks and the beach. John

Sure, give it to the youth. That would eliminate the tired, uninspired musings of Bendy White, Diane Channing, et al. At least Cathie McCammon has some fire in her belly. The only fire I saw at that forum was from David, Cathie and at times, Diane. As for the Mayoral--well, is there any law that says we HAVE to have a Mayor?
