Victor Maccharoli - Hundreds of activists on both sides of the healthcare reform issue rallied outside Lois Capps' office Thursday evening
The highly charged national debate concerning healthcare reform came to the streets of Santa Barbara yesterday as hundreds of residents on all sides of the issue gathered outside Congresswoman Lois Capps’ office to chant, hoist signs and share their viewpoints.
A few police officers kept an eye on the crowds, ushering several people out of the street and back onto the choked sidewalks at the intersection of Carrillo and Garden streets from time to time.
Despite the crowded quarters and a few shouting matches between members of a large contingent of healthcare reform supporters and a smaller group of opponents of the current healthcare bill being discussed in Congress, the afternoon event remained largely harmonious.
“”We just want to be very positive and show that we do support [Capps],” said Sherry K. Holland, a local community organizer with Organizing for America, a national grassroots group backing President Obama.
The event had been originally billed as a protest of the congresswoman’s involvement in the healthcare debate and her plans not to hold any town hall discussions this month even as other federal legislators draw media attention as they meet with constituents.
But a large turnout of Capps supporters and those advocating for healthcare reform swamped the smaller collection of protestors, who nonetheless remained vocal in their criticisms of the congresswoman.
“[She] is supposed to be over there representing me, not shutting the door in my face,” said Haley Daria, who added that she is in favor of a single-payer system in which all Americans would be entitled to a basic level of healthcare.
Daria acknowledged a certain degree of misinformation being circulated about HR 3200, the healthcare bill also known as America's Affordable Health Choices Act, particularly claims that the federal government would hold “death panels” to make end-of-life decisions for patients.
However, she said there are also viable concerns about the impacts of the legislation. Regardless of the controversy surrounding the bill, Daria said the congresswoman should be open and available to her constituents, and use security if she feels physically threatened during town hall forums.
“This is more about how she is doing her job,” Daria said. “But to see this many people out here is highly, highly inspiring.”
Holland said she would also like to see Capps engage with the public, but in a constructive discussion about healthcare reform instead of the shouting matches and accusations that have been reported from other town hall meetings throughout the nation.
“I don’t blame her at all [for not holding a public meeting],” Holland said, adding later, “If you can’t have a dialogue, then what’s the point?”
Many of the residents and activists spread out along the sidewalk held signs with messages such as “Capps cares and so do we,” “Healthcare, not warfare,” and “Protect people, not profits.”
Passing motorists honked and waved as one woman dressed as the Statue of Liberty waved her faux torch in the air.
“I finally just had enough,” said the woman, who identified herself as a registered independent and lifelong pacifist. She declined to give her name, explaining that she felt her participation in the rally was more about the spirit of healthcare reform than individual attention.
“I feel this country was founded on generosity,” she said. “This country was not founded on meanness and hatred.”
Lady Liberty, as she dubbed herself, admitted she isn’t very familiar with HR 3200, but said she has “great faith” in President Obama.
Others were decidedly more opposed to the healthcare bill, holding signs reading “Obama-nomics: Trickle up poverty” and waving printouts of the U.S. Constitution.
Chuck and Hanne Lawrence, who drove from their residence in the Santa Ynez Valley to attend the protest, said they are not happy with the current proposal for national healthcare.
“We finally got so fed up with the government not listening to the people,” Chuck Lawrence said, describing why he decided to attend a political protest for the first time in his life.
“We have no objection to changes in the healthcare system,” he continued. “It’s true there will always be a segment of people in our population who need our help.”
But he said the number of Americans considered uninsured is deceptively inflated; by removing illegal immigrants and young people who choose not to have insurance, Lawrence said the number of uninsured total less than 2 percent of the population.
“So we’re doing all of this for less than 2 percent of Americans?” he said, holding a sign over his head proclaiming, “Read the bill! It makes no sense.”
His wife, who emigrated from Denmark and held a sign reading, “Experiment with your own healthcare, Lois Capps,” said she has experienced national healthcare and was dismayed after being assigned a doctor rather than choosing her own.
“Trust me, you don’t want it,” she said, adding later, “It’s a lousy system. It’s not personal.”
While the couple is not represented directly by Capps, Chuck Lawrence said her vote on the future of healthcare would still affect them.
“With all of the health problems I’ve been having in the past 36 months, under Obama’s plan I would have been kicked to the curb a long time ago,” he said.
It is unclear if the congresswoman, who is reportedly planning a public meeting to discuss healthcare reform, was in Santa Barbara during the rally and protest event, and attempts to reach her spokesperson were not immediately successful yesterday afternoon.
Meanwhile, the Santa Barbara Tea Party & Culpepper Society — which announced this week it has no plans to hold demonstrations near Capps’ office or endorse any such demonstrations — is planning its own discussion of healthcare next week.
Heather Bryden, a coordinator with the group, said the event is open to the public and will feature several local physicians.
“We want to hear what the doctors think,” she said. “Is this going to affect our quality of care?”
The town hall-style forum will take place at Fess Parker’s Doubletree Resort beginning at 7 p.m. on Friday, August 21.

Freedom of speech and the ability to peacefully demonstrate are two of the central principles of our democracy and I completely support and respect the ability of these citizens to exercise those precious freedoms regardless of their feelings about our comprehensive health insurance reform bill. Americans have a strong tradition of thoughtfully considering and vigorously debating the most pressing policy questions of our time and the debate over comprehensive health insurance reform is no exception.
Reforming our broken health insurance system is a cause that I’ve been extensively involved in throughout my life and I am strongly supportive of our reform legislation, the America’s Affordable Health Choices Act (H.R. 3200).
I welcome the public’s interest in this legislation and I look forward to continuing this conversation with my constituents on the need for comprehensive health insurance reform at community forums in Santa Barbara, San Luis Obispo, and Ventura Counties early next month. California ia a liberal state, where legal American Citizens are unemployed at a rate of 11.6%. The number of Illegal Aliens is estimated to be 2,209,000 or over 16% of the population (although it doesn't matter because they don't pay for health care, they just go to the emergency rooms and the taxpayers pay for it). Add to this that these Liberals are cherry picking people to attend their town halls to make it seem that more people indorse the plan. Why aren't there more "protestors"? It's easy, because they are working to support their families and these high taxing, liberal democrats that are trying to take their money from them. America, we have shot ourselves in both feet. Unions have negotiated higher salaries and benefits, and Liberal Democrats have raised taxes on the people that provide these jobs in the first place, to where it's easier and less costly to just move the jobs overseas. Americans lose their jobs. Look at Michigan! Look at the electronics industries in California. Now, we want to tax more from those employers (who are becoming less and less likely to remain in the USA) and have them pay for additional benefits. In this age of providing pay and benefits to people that do not work or try to work, we are penalizing people that do work for working! We elected this administration to fix the economy - they're just screwing it up worse that we ever thought possible. Will you people remove your heads and pay attention!!!!!

First of all the bill (HR3200) wont cover illegal immigrants, its restricted to US citizens, sure the illegals will be able to go to the emergency room and get medical assistance but they can do that now. Second who are these young people who 'choose' not to have health care? 'Cant afford' was the description you were looking for. Health care reform is about making health care more efficient, more affordable and attainable, and universal, so where did he get the number of %2? (Possibly out of his a-hole). Speaking of which, the whole 'death panel' thing is a crock too, the only part of the government that wants to make end of life decisions for you is the right (see: Terri Schiavo) and these are the very people protesting health care reform and flouting these made up 'death panels'. Im glad this article shows how few of them there really are, and that most of us are ready for change.

I am not a conservative or a right wing nut (for that matter a left nut either). This Health Bill is a huge poorly written bill that most (including our Representitives) know anything about. There is NO reason for this Bill to be rushed through by the democratic house /congress and President. Let's start with REGULATING over priced medical costs FIRST. I do not want the government involved in the workings of GM, The Finance World or Health Insurance... Our Founding Fathers would be Pissed OFF if they saw the direction our country has gone...From City government to the Federal Level! Also, Capps should be removed from office with her disappearing act. I wouldn't want her to even be a school nurse!

Fact is, both sides probably have plenty to gripe about the direction healthcare reform is headed. It is a shame that the right has chosen to forgo facts in favor of worn out platitudes and outright lies. They claim they too want to do something, then they go on to defend the very core of what's wrong with the current system (as does the current form of the legislation). Fact: illegal aliens pay taxes, just like you and me, use less social services overall than the "legal" population, and represent a younger and healthier population. Fact: most people who go to the ER have insurance, there is absolutely no evidence that illegal immigrants are culpable for breaking that system - in fact it's the insurers who are breaking that system by creating barriers to healthcare. Fact: you are not a healthcare consumer, nor should you be treated as one. If you are sick, are you going to make price-driven choices about your healthcare? Of course not. When was the last time you made a price-driven decision about police, fire, or military protection? Such a concept would seem ridiculous, yet healthcare is somehow treated as a need which we have consumer-driven control over. Fact: no other industrialized nation uses a consumer-driven model for healthcare coverage, they all use some form of social insurance, just as we do for police, fire, military, and other social services where is makes absolute sense. And one final fact: no amount of twisting, turning, dancing, wishing, hoping, is going to make private insurance work as a way to finance healthcare in a way that is sustainable. As long as the private insurers are in play, we are going to suffer needlessly.

California used to be able to "absorb" the flow of immigrants to our State...The 'fact" is, we can no longer afford this invasion of low wage salary workers who have limited education...Although, we the Legal citizens who pay property tax are subsidizing ESL programs as well as free education for illegals at our local SBCC. Meanwhile, you kid(s) have to pay; Boy, that seems fair doesn't it? As far as medical costs, perhaps you should contact the billing department of AMR Ambulance Service and inquire how they pay for services of illegal aliens, same for Cottage Hospital... Let me know next time you or a friend gets involved in a vehicle accident with an unlicensed, uninsured, illegal alien- there is simply no recourse... Result(?) You are left holding the bill along with your insurance company and everyones rates go up (those who PAY for car insurance). Jose gets another $600.00 vehicle and continues on his way. Fair huh? I'm glad to see all the debate about Health Care Reform, and just because I'm a registered Republican doesn't mean I check a box next to an"R" when I'm at Sansum Clinic and get better treatment. But all these Debates and Town Hall meetings are meaningless, it's not like this a National Proposition we get to vote on November. The Democrats have the votes in both the House and Senate to pass HR3200, so what's the fuss all about? I think their scarred if they do ram this bill through that the will lose in control of power in 2010, just like they did in 1994.

Well I’ve asked many times now how are you going to pay for this since we don’t have the money. So far not a single one of you intellectuals who are so desperately seeking a debate has chosen to address that problem, why? Do you believe money grows on trees? Think we can finance a $1 trillion healthcare package with a printing press? Oh I know just tax the rich, right? Tax evil greedy corporations? Tax everyone and everything but you? We have a limited amount of health care service. What we have has been built primarily by private enterprise. What happens when you introduce 10, 15 or maybe 40 million new users to that system? Health care is not a wealth generating system. It is parasitic, like police fire government, etc., in that it requires resources that would otherwise be used to expand the economy. It is necessary for a compassionate society to have health care and that care should be for all. But you HAVE TO PAY FOR IT. So again, for the umteenth time where are you going to get the money? The billions of dollars the insurance industry, who I am no fan of, makes, is not sitting in some bank somewhere. It is invested in our economy. Pull that capital out and what happens? Do you have a clue? Do you understand the nature of unintended consequences? You want a debate? Answer the question!

Organizing for America is NOT, as you state, a national grass roots group. It's an arm of the Democratic Party. Just go to their web site. It's Barackobama.com and it says the site's funded by the Democratic Party. The woman you interviewed, Sherry Hack, is not just some regular person supporting this legislation. She's a political operative for the Dems. You should have checked on her group before giving her credibility.

I can attest to the system being broken in a big way. I have a very serious life threatening Illness that I was born with. For the first time ever in my life I had to ask for Government assistance. That being Social Security Disability or Medicare. During this year long process I have been appalled by the absolute stupidity of the system. First off I had to sell or stop paying on everything I owned. I lost my car due to not being able to pay for it Lost my place of residence and move in with my family. The list goes on. Now that I have been awarded into the system it just gets dumber. My monthly assistance SSI check is close to $650 a month. It will go to $850 once i get into a Section 8 living arrangement. I probably will now have to apply for Food Stamps to be able to eat and live. So in the first place all I wanted was health care. Could I work sure depending on what it is. I do have some physical limitations. So instead of being a drain on the system in one area Health Care now I am going to drain 3 to 4 public assistance systems and still live at a sub poverty level. How does any of this make sense, it doesn't. In Voting for Obama the reality of it is I only voted for him to fix health care if congress and or the house of reps. goes with a coop system we are still going down the wrong road. Not just that but every state has to have the same care and with the ease of going from place to place. To many in our country travel for work. Or work form another state then go back home.
Must fix the system responsibly.
