Local law enforcement agencies continued to brace for an onslaught of roughly 50,000 Halloween revelers at Isla Vista this weekend, reminding locals and out-of-towners alike about the stiff consequences of alcohol offences like underage drinking and driving under the influence.
Last year, law enforcement made 220 arrests and issued 438 citations. Fifty-five people were taken to the hospital, most of whom suffered from alcohol poisoning, authorities said, though two fell off the cliffs overlooking the ocean.
“We could see up to 50,000 people packed into just a few square blocks,” said Lt. Brian Olmstead, who heads the Isla Vista Foot Patrol. “Most are there to have a good time, but unfortunately when you add alcohol, the recipe for danger increases dramatically.”
A statement from the Santa Barbara County Sheriff’s Department noted that the majority of last year’s arrests and citations were not only alcohol related, but also involved people from out of town — a tough reality for cost-conscious taxpayers, who foot the bill for Isla Vista’s notoriously alcohol-drenched bash.
“The weekend operation will cost the Sheriff’s Department alone nearly half-a-million dollars,” Olmstead said. “Overall, the price could reach a million dollars when you add in the cost to other agencies and nearby communities.”
The Sheriff’s Department pledged to implement a state of “maximum enforcement,” that includes mobile booking units to “handle the large amount of intoxicated people who break the law.”
Additionally, officials said a citation for underage drinking carries a $400 fine. Those arrested for public drunkenness are generally billed $650 to $1,000 and fines for a first-time DUI arrest can top $1,600.
In a statement, Sheriff officials warned that parking will be very difficult, “especially for out-of-towners.” Starting at 3:30 p.m. yesterday, officials prohibited parking on Del Playa Drive, a restriction that will be in effect through 10 a.m. tomorrow. Del Playa and Sabado Tarde Road east of Camino Corto will be closed to vehicle traffic from 6:30 p.m. to 3 a.m. tonight, and public parking will be limited in much of Goleta, with many businesses closing their parking lots.
Revenue or safety? : 10/31/2009
I'm sick of the hypocracy of the county and police who claim to enforce the law to protect public safety but really are concerned with generating more revenue to pay themselves! Why is it that this article discusses the costs of these crimes to perpetrators instead of discussing ways in which the Sherriffs will be stopping them when everyone knows they will be committed? With about 500 arrests at an average of $1,000 per fine, that's 1/2 million dollars for the County - what other County program will generate $500,000 in revenue this weekend? Ridiculous!
sounds tame to me : 10/31/2009
So last year there were about 40,000 partiers and they gave out only 438 tickets? That hardly sounds like an out-of-control bacchanalia to me. It sounds like the students are more responsible than most adults you're apt to find on any given occasion.

Harassment : 10/31/2009
I was there last night and the way the police were acting and handling situations was very close to bordering on harassment. The police should be targeting people who are causing real disturbance, not college students who want to have a good time for the first time this quarter. Maybe I am bitter because I got a ticket for having a drink in a water bottle on me, but its ridiculous that I have to worry about being a criminal because of this. The officer who cited me didn't even know how to properly fill out the ticket or which form to give me, it was a true joke. I also saw them being a bit less than respectful to other house owners and attendees. A guy was immediately put into a full nelson because he told the cops they wern't allowed to enter his house as they walked in. I feel like it has gone too far.

Why drinking is a problem : 10/31/2009
The problem doesn't lie with the majority of people who have a good time, get wasted, go home, and sleep it off. The problem is that a good number of people get wasted, separate from their friends, end up alone, confused, and helpless on the street (and not just females). This person is an ideal target of crime, both violent and nonviolent. And then there are the substantial number of people who drink to the point that they can't care for themselves and need medical care. To the person who posted "Revenue or safety," claiming this event is a cash cow for the Sheriff's Department, how about American Medical Response who gets to rake in some big bucks on transporting 50+ drunks to the hospital? Also, you estimate that the Sheriff's Department will generate $500,000 in revenue over the weekend. Did you read the part of the article about the estimated cost to the Department being $500,000, with potentially an additional $500,000 in costs to other law enforcement agencies that send personnel to Isla Vista to assist? For those who think law enforcement is behaving unreasonably, how do you propose to minimize the number of alcohol-related problems in IV? I'm not talking about MIPs, BUIs, etc, but the more serious batteries, thefts, and medical problems. Maybe you haven't had any personal exposure to these types of problems in IV, but they're there. Finally, all this ill will towards law enforcement and perceived harassment could probably be resolved by following a few simple rules: 1) If you're drinking, don't be stupid - this means don't take your open container in public, don't leave your house if you're totally wasted, don't start fights, just have a good time. 2) If an officer is talking to you, don't be a jerk and mouth off just because they're being mean to you. Don't accuse them of violating your rights (they're probably not), don't insult them. Just answer their questions, and if you've followed rule #1, you should be okay.

I agree 100%! the UCSB daycare/boarding school kiddies are way out of control...just another example of wasted youth, parents who could never control their children...and they are our future? so damn sad.....

re: daycare at UCSB : 11/1/2009
Right on the money! I'm sick of these druck kids costing us money every year. The massive impact on Goleta city services is way out of line. The parking situation and peripheral damage caused by out-of-town kids is also unacceptable. Just say NO to this next year. ENOUGH IS ENOUGH!

First Timer to the SB party scene : 11/1/2009
Oh stop the whining. It seems most of you are being hostile towards college kids because #1- You missed out when you were in college!!! The last two nights were definitely worth the 5 hour drive from SDSU. And hey, at least the city of Goleta is getting some tourism income!

Keep Halloween local! : 11/2/2009
SDSU Student, it's out-of-towners like you who are the main problem. Halloween would just be a rowdier than usual IV weekend if it wasn't for you guys streaming in here and pushing it to a dangerous level. And the reason we're "hostile" is that so many of our tax dollars are being wasted on this nonsense year after year. The fact that you can't see farther than your own fun just shows how much growing up you need to do.
Cops : 11/2/2009
i got arrested for having a good time .. im 21 and wasnt doing antying but standing in the street and some cop grabbed my wrist and hauled me away. such bullshit. they were acting like robo-cops.

So what does your "arrest" paperwork list as the offense -- "Having a Good Time"? Yeah, right! Tell us the real story, pal.
