As home rises from ashes, vandals strike

Henry and Barbara Jefferson have built the same 1,600-square-foot home on the upper Riviera three times. The first was in 1973, shortly after the couple married. Four years later, the flames of the Sycamore Canyon fire consumed the home.

The Jefferson’s rebuilt, and the home, with its panoramic ocean views, stood strong for more than 30 years before being leveled a second time during last year’s Tea fire.

Now, the Jeffersons, both in their mid 80s, are nearly finished building the same home again. Only this time, the rebuilding process hasn’t been as pleasant.

Sometime over the weekend of Nov. 7-8, the gray plaster on the northeast facing side of the home received a bright graffiti paint job. The vandal, or vandals, also hit the front door, the home’s eaves, and a retaining wall, causing an estimated $1,000 in damage.

“I felt sad,” Henry Jefferson said of the first time he saw the graffiti. “We’re old, retired people trying to get rebuilt with the insurance we have.”

Beyond the occasional Magic Marker scrawl on a stop sign, graffiti in upper Riviera neighborhoods, where homes are perched on hillsides so steep it nearly looks possible to dive into the ocean from their decks, is a rare sight.

During his more than 30 years as a homeowner there, Henry Jefferson said he couldn’t remember seeing graffiti to the scale that is currently plastered on the side of his home.

“As far as I know I’ve never seen graffiti on the Riviera at all,” he said.

But that long-term trend appears to be changing.

According to Chris Andersen, director of the city of Santa Barbara Public Works Department, which oversees the city’s graffiti abatement agency, the usually quiet upper Riviera has seen a recent spike in graffiti vandalism.

Because the city only keeps tabs on graffiti on public property, Anderson didn’t have any statistics for homes in the Tea fire burn area that have been vandalized, but said graffiti abatement employees have noticed several.

“What I’m understanding is we’ve seen multiple examples of [graffiti] in many of the areas that are under reconstruction,” she said. “It’s obviously unfortunate.”

At the Jefferson residence, the taggers were brazen. Scaffolding set up along the blank, gray wall likely enticed whomever is responsible. But the wall faces a busy street, and if the moon was up, it was most likely bright, having been full just a few days before.

“It’s pretty bold of them,” said Eric Lundquist, the Jefferson’s general contractor. “There’s no escape when you’re up on a scaffolding.”

Lundquist said a neighbor called the city to report graffiti on a nearby fence. While the city official was there, Henry Jefferson said the person checked out the graffiti on his home and told him about other homes that had been vandalized.

The graffiti and the $1,000 price tag could have been a lot worse.

Lundquist said the vandals primarily painted over unfinished plaster, though the painted areas must be treated before being covered with stucco.

“They could have gone inside the house and really, really messed things up,” he said.

He said the taggers were careful to clean up, leaving behind only one plastic top to a spray can.

Despite feeling grateful that the damage wasn’t more severe, Henry Jefferson remained mystified as to why anyone could vandalize a home that just a year ago had burned to the ground.

“Why they would start on tea fire victims is beyond me,” he said.

And if the vandal had struck the home, the exact location of which the Jefferson’s asked not to be revealed out of fear of retribution, a week or two later, he said the cost could have been in the tens of thousands, and greatly hampered the couple’s rebuilding efforts.

“It’s hard enough after something like this when you’re trying to build with an extreme budget,” Henry Jefferson said. “It just adds weight to the cost.”

every color. Remember the Montecito tagger that was caught in 2007 after prancing in front of a security camera in his plaid PJs? I bet it's some Riviera kids thinking they're "wild and crazy." It doesn't look like gang grafitti. Hope they're caught.

Graffiti Vandalism shouldn't stump police : 11/18/2009

Give me a break. Graffiti artists routinely "sign" their destructive work. It shouldn't take a Sherlock Holmes to do the investigative footwork necessary to capture the perps. What's up with that SBPD?
And racist posters to this article are more offensive than the criminal acts themselves. How about a little prudent censorship DAILY SOUND?

More Tea Fire Graffiti : 11/18/2009

There is a huge graffiti mess on the wall of a burned out foundation, about 10 feet by 20 feet in size, that is very visible from Stanwood Drive west of Conejo . This mess has been there for months and there appears to be no attempt to clean it up.

SBPD Nets Results : 11/18/2009

As a commercial property manager downtown, I deal with a lot of graffiti issues, and I can tell you first hand that the PD does a great job tracking these idiots and catching them. We photograph each incident of graffiti and send it to the PD. In the past I have been notified that they have caught the person responsible, they are prosecuted, and I have received reimbursement checks from the City as a result of the fines levied on the tagger. Basically what I'm saying here is, enough of this "the City and PD don't do anything" stuff, because you're wrong. Taggers get caught and they get prosecuted and they pay. Just because it doesn't make front page news all the time, doesn't mean the City and the PD aren't doing their jobs.
I also agree with BeachGuy, don't publish the photo it only gives them the attention they want. Now they're sitting around showing their friends their tagging in the Daily Sound. You've just upped the stakes for them, they're going to all try and do something just to get in the newspaper.

Vacant Lots Attract Partyers : 11/18/2009

I live in the Tea Fire burn area and have regularly seen kids parked at the vacant lots near me at night enjoying the views. Unfortunately, they leave beer bottles and trash behind and we have seen other instances of graffiti mostly on the mesh fences surrounding some lots. The solution is to get the vacant lots fenced off so the temptation is gone to come up to the Riviera to party on other people's property.

I just spent a month on the Mesa and the city does have a tagging problem. I went out two days with my graffiti kit and painted over and removed tags on Miegs and Cliff Drive as well as in the neighborhood. We live in San Jose and the city has a program whereby residents can sign up (there are 3000 of us who are currently volunteering) and are given solvent and paint to cover up tags as quick as they appear which has been proven to be the best way to fight the problem (it serves little purpose to tag if no one sees it). It may be something that should be considered by the city. I realize this does not get to the root of any gang graffiti but I would suspect 95% of the tagging that I covered was individuals rather than gang related. I also agree with several comments that the problem is not exclusive to any ethnic group (I worked in a local school district and the culprits are for the most part in their teens and early 20s and come from many walks of life).

would-be taggers need to be made aware that the consequences of getting caught are extremely severe and that it's just not worth it, not to mention tagging and graffiti is pointless and stupid and disrespectful to everyone. Why doesn't the Daily Sound, and other media, publish the reports of those that were caught, prosecuted and made to pay? Rather than publicizing the criminal damage, along with the photos that only gives them the exposure they seek, why not publicize the penalties?

This town is a resort town but the back bone needs to be on gaurd and keep the citizens safe, and happy. Snarky poster that thinks we can't do anything about it...I sure am glad you weren't around for, say, the Civil Rights movement. Yes we can do something. These things are happening because we TOLERATE it. Imagine if this city had a different attitude. What if the defacers knew that people might be out taking pictures of them, sending them to the police, or throwing rocks at people who graffiti? What if there were angry mobs armed with pitchforks at the police station demanding the names of caught defacers? What is such mobs wanted to enact their own form of 'justice' on property defacers? That's a much more hostile climate, no? But look at how we handle it: no one does anything to stop it, or try to catch them in the act, and a group of kind citizens paint over it the next day, yielding another fresh canvas, Newspapers print the images, deifying the defacers, and giving them the publicity they so crave.
We could choose to handle property defacers very differently....

I agree with many of the comments here. The Daily Sound should not be reporting this until the person (or people) who did this are identified. I hope that a larger article is printed when the criminal(s) are apprehended. The focus should be on the punishment as an example - not on the crime and the difficulties of finding the culprit(s). This article only furthers any incentive to vandalize since it gives the impression that this sort of act will go unpunished.

I believe the reason this made news has nothing to do with the fact that's it "the Riviera"! It's because these elderly people just lost thier house in the Tea fire. Have a little sympathy. I used to live on the riviera near Orpet park which was constantly being tagged by Gang members, who I personally saw tagging picnic benches there. The SBPD didn't care, even though it was the Riviera. AND not everyone who lives up there is rich like in your fantasies. Now living in Hope ranch annex and the tagging over here is awful as well. We need to come together on these issues not always act like begrudged children.
