Smoking ban at beaches and parks inches forward

A ban on smoking cigarettes at Santa Barbara County beaches and parks moved one step closer to reality yesterday when the Board of Supervisors directed the Public Health Department to begin drafting an anti-smoking ordinance.

Board members praised the possibility of a future ban, which officials say will improve public health by reducing second-hand smoke, and greatly reduce cigarette butt litter.

The majority of public speakers who addressed the Board were also in favor of a ban. One held a glass jar filled with thousands of cigarette butts that had been picked from the sand of a local beach.

Dawn Dunn, who works with the county’s Tobacco Prevention Program, said surveys conducted by her department over the years have shown 80 percent of the public is in favor of such a ban.

“It’s legal to do this and it seems the public wants to do this,” she said.

According to a Board agenda letter, Santa Barbara County is among the last jurisdictions in Southern California to permit smoking on its beaches. Dunn noted that the city of Carpinteria, in 2004, banned smoking at beaches and parks, and the results have been positive.

Some question if a smoking ban could be enforced, but Dunn insisted it is enforceable, largely through self-enforcement. She said signage would need to be posted and aggressive public outreach would help ensure people know about the ban.

Keith Zandona, a former chair of the Santa Barbara Surfrider Foundation, said he’s participated in beach cleanups for years and cigarette butts are always the No. 1 form of litter. Cigarette butts were so prevalent on beaches, Zandona helped make bumper stickers that said, “Hold onto your butt.”

Penny Owens, educational outreach coordinator for Santa Barbara Channelkeeper, said a volunteer beach cleaner recently spent an hour and a half on West Beach and picked up 2,300 cigarette butts.

“For this reason, we support an ordinance,” she said.

The only skepticism expressed on a future ordinance came from 5th District Supervisor Joe Centeno, who asked county staff to look into the possibility of allowing certain communities, like New Cuyama, from opting out of the ordinance if it chose to do so.

Second District Supervisor Janet Wolf, who had the item placed on the Board’s agenda, said no specific timeline was set for when officials with the Public Health and Parks departments will return with draft ordinance language.

I like Channelkeepers mission but West Beach is a city not a county beach correct? There is also the fact that county beaches dont cover much area Arroyo Burro as a example walk a few hundred yards in either direction and you are on private property (to the high tide line) that has a public easement and would not be covered by such a law.

So much worse than cigarrettes and next on the ballot is going to be banning stupid stinking wood burning fireplaces and the inconsiderate losers who use them. In SB we are packed in like sardines yet these inconsiderate a-holes burn and smolder their stinking crap day and night forcing everyone on the block to inhale their garbage. There are options to burning wood in fireplaces so stop polluting the Santa Barbara air with your foul stench. Gawd talk about cough and gag. Wood burning fireplaces need to be banned everywhere and forever. They stink something fierce.

And please tell me how many butts on the beach are from the debris in the ocean and how many are from beach smokers? Another non-issue for the moral police to regulate. Why not allow the cops to search your car for cigarettes when you pull into Hendry's beach?

This is absolutely ludicrous. We have a bunch of elected officials that believe they are morally superior to the people and want to control our every action. As a non-smoker, I find this law absolutley appalling. Now, we will have pigs patrolling the beaches looking to bust smokers trying to enjoy peace and relaxation at the beach.

Isn't there laws on the books against camping overnight on our beaches? Aren't there laws against peeing and drinking alcohol on our beaches?
What about driving while texting? What driving while having a cell phone in one hand and two occupied baby seats in the back seat? What about driving with NO baby seat?
What about 20 MILLION ILLEGAL ALIENS???
Keep on writing "laws"... maybe one day we will be able to enforce some of them

I am glad to see this law on the books. When I am sitting around in the sand getting stoned with my legal pot, the cigarette smoke always bothers me. Bravo to the county sups.

Get it? The problem reported is really that commercial cigarettes have non-natural/decomposable filters. Why not make it illegal to use them anywhere? Roll your own with your own choice of ingredients? Pipe smokers return? Cigars? Joints?

this is such a stupid thing to try to regulate. are we seriously paying taxes to pass this kind of legislation? they can go ahead and put it on the books, but it will never be enforced until it suits the cops to enforce it, like if they want to make up a reason to search you. this country gets less and less free all the time, and horrifying thing is, you have douches all over this comment sections who are all for it! why do you like to be controlled? where does it stop?
