For the third time in six years, the city of Santa Barbara has rejected the popular department store Target, saying no to millions of dollars in potential sales tax revenues.
“I still don’t understand why the city of Santa Barbara is unwilling to explore the potential benefits, and impacts of bringing a Target to our community, and allow the public to reach an informed decision,” said Andrew Bermant, of Bermant Development Company.
The city of Santa Barbara voted in closed session this week to kill talks with Target after Bermant Development had revived the proposal for the third time. Target wanted to open a store near the Airport, 6100 Hollister Ave.
At several times during the last few years, local Target fans have rallied, sent letters to the council, even organized a petition to open the retail chain store in Santa Barbara. The nearest Target stores are in Santa Maria and Ventura County.
Target may be wildly popular among South Coast shoppers, but clearly some Santa Barbara city leaders are not fans.
City officials do not deny that Target would be a financial success in the community. The objections are largely over environmental and political concerns.
The council is concerned that Target will bring too much traffic to the site, which is currently surrounded by the city of Goleta. Goleta has never formally weighed in on the debate because the city has never let the proposal get beyond closed-door sessions.
Some city council members also object to Target’s business model, and the number of low-paying, part-time jobs the company offers. City officials have long sought to recruit higher-end industrial or manufacturing jobs to the site.
Bermant is befuddled over the logic.
“Target provides part-time jobs for our community,” Bermant said. “We need these jobs for workers, students, people who need a second income.”
Bermant said Target was willing to pay over $8 million in traffic impact fees, but the city still was not interested.
“This is something the community wants,” Bermant said. “The public wants a Target.”
Santa Barbara Mayor Helene Schneider said she hopes one day a Target will open in the area.
“Certainly we have heard loud and clear from the community that they would like to see a Target on the South Coast,” Schneider said. “If it is something we can have in Santa Barbara, I would welcome it. It needs to be at the right place.”
City officials put a press release late Friday saying that they would like to find a location for the store elsewhere. But such a deal anytime soon is highly unlikely.
Sears and Macy’s in La Cumbre Plaza along upper State Street have long-term leases and are financially sound. Target is too large for Paseo Nuevo and if officials had a site in mind within the city limits, Target would have likely already gone in.
As Santa Barbara struggles with debates over housing, traffic and other land-use matters, finding a spot for destination such as Target is not high on their list of priorities.
“Unfortunately, due to other real major hurdles related to traffic and other concerns we have, we just did not think that the location at the airport was the right location,” Schneider said. “We encourage Target to seek out other potential locations in the city and hopefully we can have another Target nearby.”
Santa Barbara City Councilman Dale Francisco said he would love to see a Target in the city, as long as it is in the right location.
"It would be a great addition to Santa Barbara," Francisco said. "I have talked to a lot of people who would like to have one here instead of having to drive down South."
Francisco said he disagrees with other council members who believe that Target offers too many low-paying jobs.
"The low-paying jobs issue is crazy," Francisco said. "I have never understood that. There are a lot of people who want those jobs. And as far as I can tell, Target seems like a good operation."

What are the so-called political concerns continually mentioned regarding Target? What are the concerns of providing low paying/part time jobs? Do they reduce the number of high paying jobs? Where's the common sense? This just does not compute. As for traffic, is the city going to nix any other store on State St because of increased traffic as an excuse? Why are there closed door meetings and the public desire to have more shopping options not fully addressed? Too many questions - not enough (logical) answers! For Dale Francisco, we can never have too many low paying jobs? Plenty of dead car dealership properties at south Hitchcock Way that could be retail land use instead. Of course, if a huge Target retail store were there that would add to the clusterfrack traffic congestion for upper State Street and Calle Real, which has been maxed out because of Whole Foods. But at least that would be Santa Barbara's traffic mess instead of dumping onto Goleta a land use decision by Santa Barbara. The Bermant Brothers, who are the developer brokers for Target, need to help their client better and not just push sites where they have an inside financial interest.

There are many of us who would LOVE to see a Target in Santa Barbara. I drive to Ventura a couple times a month to do my shopping, with Target my first stop. Santa Barbara is becoming a shopping mecca for those with money, like La Cumbre Plaza, with nothing but high-end shops. In fact, I'm getting ready to head off to Ventura to shop now where more of "my" type stores are.

The Target boosters would be more effective knowing a little bit about government procedure.
This was a Closed Session at City Council because the representatives for Target were offering money to build and operate a Target store on existing City property. This was a real estate negotiation, which cannot be held in an open meeting. Imagine them saying in a public meeting that they want $10 million but they really will accept $5 million to close the deal. Cannot tell your negotiators the terms of the deal during a public meeting.
Now if the backers of a Target store wanted to make this public, they need to advocate for a land use zoning change first and that is entirely a public process.

We travel down to Ventura for shopping three or four times a year. A major stop is Target.
We don't mind the trip. And when gas prices were lower, the difference in the sales tax rate more than paid for the gas.
I'd rather our dollars go to supporting people in our area. And I'd rather see SB get the sales tax. But I guess that it's not a big priority for our city council. As long as they don't care that SB dollars are flowing to the Ventura, then I won't care either.

When I shopped for baby items a few years ago, and then other items as my child grew, I would find myself gasping at prices in Santa Barbara and thus I'd head down to Ventura. The cost of gas could be made up on one item. Chicken Little in S.B. sold a booster seat for $45. The same booster seat in Ventura was $30. I wouldn't mind my money going to Santa Barbara stores if prices were fair, but they're not. Why should I get gouged? We can't avoid it living in S.B., but maybe stores in S.B. should start catering to a more diverse crowd, not just go high-end.

I reently spent three months in santa barbara from colorado. Retail prices on ordinary things with no major competition are a rip_off. Generic sudafed at vons is three times the price of wal mart. A new target store recently opened near me in glenwood springs co. The developer paid traffic mitigation costs and there are absolutely no traffic jams. How can the placement of a Bev-Mor on State St in San Roque be considered, but not a Target elsewhere in the city? Bev-Mor is a classic strip mall venue that cheapens any neighborhood, and will increase the traffic gridlock on upper State. We do have a K-mart, which is a completely uncomfortable and cheap shopping venue. How would a Target be worse than this? Yes. We must be respectful of environmental concerns, but I cannot believe that there is not an appropriate site for a Target. Additionally, in this economic climate, any job opportunity would be welcome, not problematic.

3. WHY would members of the Council be impartial to the concept of Paper Ballots Only han the Electronic Voting method?

There is a nice empty lot across from the Camino Real Shopping Center (Adjacent to the Hollister Ave. entrance) that would work nicely. Since the new on and off ramps going in with the new overpass near Winchester will allow local traffic West of Camino Real lessened traffic impact; Storke/Glen Annie can more than handle the increase in flow.

I agree with City council, the location near the airport could be better used for High tech, High paying jobs. Setting up a city based on low paying jobs, in an area where housing costs are through the roof makes no sense unless you enjoy poverty. We need to encourage industries that pay their employees well, offering them the ability to save money and earn money, 5-8 dollars an hour is not the way to healthy living, purchasing cheap clothing made by some third world country who pay their employees peanuts is inhuman and disgusting.
We make very few things in the USA, import everything, this has to change because it has placed our economy and country at risk. Low paying jobs and imports by cheap labor is not the way to build a better world. High paying jobs allows people to have a better life. Your cheap, imports, that you so desperately think you need are what are causing people to earn low low wages and unable to survive. Think beyond cheap items, think instead about high paying jobs, that can make a difference in the community. Think about building in America.and building a better life for Americans.. cheap clothes won't achieve this goal. What would you rather see... jobs offered at $5 dollars an hour with no future in site or jobs which pay $30+ an hour allowing people to save for their retirement and enjoy life? I prefer the latter and build the community for the better.

Nost of the SB city council members are typical self serviing politicians and only looking out for themsellves and are against Target and Walmart type stores because they are afraid that the local SB businiess owners (who do not want strong competition) will not give them financial support in their next political campaigns if they support the applications of the giant discount stores. Years ago, Costco just barely got into our area after a very hard fought battle but was unable to put in their gas station (which deeply discounts gas) thereby costing local residents milllions of extra dollars every year in higher than Costco gas prices. Instead our local politicians would rather have SB residents pollute the environment by having to drive towards Oxnard or Santa Maria in order to shop at discount giants like Walmart or 'Target. Vote these type of self serving politicians out of office the next time around and perhaps we can eventually get stores built in our local area that offer lower prices and more selection.

I make the trip every payday: I start at the 99c Store off the Rose exit , go back over the overpass to Walmart, walk over to Joann's (if I need some affordable fabric), go to Target and gas up in Ventura and come home. If they actually cared about stores paying low wages to part time employees then why do they allow most stores in Paseo Nuevo and La Cumbre to pay minimum wage. And the Joke Is! Andrew Bermant, of Bermant Development Company. This company plays both sides, and ignores the ral issue. To approve the plan is to have the then figure out a compromise with the City of Goleta. This will then compromise the cash cow called the airport and the surrounding lucrative properties.
To approve such a project will then end any pretense the City of SB has as far as traffic reduction. Private vehicle use is critical to malls and businesses of this nature. Regarding the issue of low paying jobs. Just where are high school and college types supposed to get summer and holiday jobs? These are the entry level jobs so wanted by the 16-18 crowd and supply needed income for the college types.

"local"). the council needs to get their head out of their collective a$$es and make the right decision. otherwise, they will get what they deserve, never closes the budget gap, and eventually cut services to their precious homeless, habitual drug addicts, and 'underserved' lower class, while the rest of us who do pay our taxes shop out of town.

So we try to get Companies with high paying jobs to open up shop in that spot. Lets see, the new employee's will have to make a min of $30 to try to afford a condo anywhere around here. So as a business owner, I would have to pay this, plus the high rent a new building would cost. Look around out in Goleta, so much commercial property is available, but sits empty. This pie in the sky attitude that people will come to SB and live and work is slowly going away. The state is in a serious budget crisis. I love the style of SB but it is getting old here. Think about this, basic condo or small house is at least $500,000. One day the people will see that the emperor is naked and that paying that much for a house while making only $30 an hour is crazy. If we do not do something about revenue in this town soon, it will become a carbon copy of Orange county.

-Kmart sucks and does not have the selection Target offers. It can't even compete.
-Target would generate SO much in tax revenues that would eventually go back into the community to serve the people.
-There are plenty of UCSB and probably even SBCC students who would kill to work for minimum wage at a local Target, so there's no need to "protect them" from being cheated or anything like that.
-Political implications? Are you kidding me city officials? It's a Target not an abortion clinic.

The City of Santa Barbara committed to a living wage for its own workers and with contracted businesses. Although Target does not fall under the ordinance, I'm glad to hear that the spirit behind the living wage ordinance is alive. Why establish a business relationship with a company that is all about NOT offering full time jobs (read, no health benefits) or a living wage as its selling point? Let's talk about the cost of health care on Santa Barbara taxpayers.

It's not about cheap clothes! We're all trying to keep our heads above water. Maybe you're lucky enough to not have to shop around for bargains...and I'm not talking about cheap clothes, I mean groceries and other necessities...but most of us in the country are struggling.
My family has been here for generations and I was born and raised here, blessed to have a home in SB and I never want to leave. All we are saying is that we could use a good, clean, Target here at home to help out.

The proposal to build a Target (not that any specific retailer can be the motivation for a building permit) on Hollister Avenue north across from Costco is absurd with the comment above for "Storke/Glen Annie can more than handle the increase in flow." This intersection of Hollister Ave. and Storke/Glen Annie IS THE WORST CONGESTION in the entire South County.
For those complaining about the SB City Council in a closed session to discuss this, why not consider that they did exactly what the Brown Act requires for a Closed Session about a real estate transaction. Maybe, just maybe, the developer Bermant and his client Target did not offer enough money for this city property?

I commuted to Oxnard for the past 2 years working in banking industry. Got laid off last month. I made a point of always shopping once at week at the Oxnard Target store. I found that BRAND NAME products (exactly the same) were as much as 50% less than the MONOPOLIES of CVS & Rite Aid up here. (only choices for drug stores-don't you think that is odd?). Then I began also going to Wall Mart and the same situation.
Someone is getting bought off here & I expect the city council is a part of it. I also agree that in a few years SB will be the new Carmel-get rid of the middle class-only rich & $10/hr. desperate illegals deserve to live here? And don't even get me going on the the Airport millions of dollars- it has always functioned just fine & now is a total mess. Who is running this city anyway?

If SB want's high paying jobs and more high-tech to move into the area, then it needs to do what it can to make it easier for the talent to live here. As someone who works at a high-tech company, we constantly struggle with finding qualified people. And we are finding it increasingly difficult to get people who are here to stay, let alone move here for two big reasons: high cost of living and the growing gang problem (yep, the gang problem). Other companies in our sector are experiencing the same thing. The weather is simply not enough of a reason to live/stay here. We are seriously considering moving our company to the Bay area. Sure it's expensive up there too, but at least as an employer and employee, there is considerably more bang for the buck.

Look at the pictures on their walls- local kids, growing up, wearing their cheerleading uniforms, raised in america by a small business family. Where are the costco pictures? Everybody walking around Costco weighs 300 pounds, or thereabouts- are you kidding? If these idiots we have for city council or SB city Council or SBC council will not vote this in it is time for the people to vote them out and show some reality to these civic leaders. We live in a city that is astronomical to live in and support yourself. Even part time jobs that are low paying are needed in this city for second jobs or for college student jobs. With the state of our economy people are hurting and going the distance to Ventura or Santa Maria is a joke. Let alone the amount of taxes lost to the city. Traffic issues are a joke for any of this discussion. So is environmental impact when you have a huge polluter in the air port next door.
Lastly to do this double dealing behind closed doors is also extremely rude to the public that wants and needs Target. But when you know your screwing your own voters you tend to want to do it behind close doors so it's harder to come after them come election time.

So Many people are out of work.Look at all the empty store fronts and buildings on State and Hollister ave. So many people here can't find any work. Do you think they will be able to pay there bills and property tax. I don't think so if there are no new companies hiring here. Whats wrong with a Target? Kmart is only alive still because it caters to the UCSB students and it hires all illegals now. Just walk in and look around there are mainly spanish speaking workers all over.Most companies here are only letting workers work 20 hour a week. Plus they hire illegals under the table. Brng some big stores in so Goleta resident can shop here and not go out of town everyweek.

What are the political concerns?
The property in question was acquired by the City of Santa Barbara years ago in a questionable manner.
Essentially, the land is now an island surrounded by the city of Goleta. To put a Target there woulld allow the City of Santa Barbara to profit, while the City of Goleta incurs all the costs (traffic, pollution, security, etc)
Plus, how many local, i.e. Goleta, businesses would be shut down?
If Santa Barbara wants a Target so bad why don't they put on downtown? Goleta Valley shouldn't become the industrial zone to the city of Santa Barbara; it's one of the main reason their attempt to annexation was struck down 7 years ago.
